湖南三次产业就业结构分析

从 1992年起 ,湖南第一产业就已无法对就业增长作出贡献。第二产业就业弹性递减 ,但湖南第二产业的发展还可以容纳就业人口的增长。第三产业就业弹性也显示出下降现象 ,但第三产业就业弹性远高于第二产业 ,是吸收过剩和新增劳动力的主要领域。要增加就业就必须大力发展第三产业中就业贡献和就业弹性大的行业 ,注重扶持中小企业 ,大力发展非公有制经济 ,鼓励企业创造更多的就业岗位 ,加强就业和再就业服务 ,要继续发展乡镇企业。

Analysis of Employment Structure of the Tertiary Industry of Hunan

Since 1992, the primary industry of Hunan has been unable to make contribution to the growth of employment. Although the employment elasticity of the secondary industry decreases progressively, the development of the secondary industry of Hunan can still hold the growth of employed population. The employment elasticity of the tertiary industry has also been demonstrating the phenomenon of dropping, but the employment elasticity of the tertiary industry is far higher than that of secondary industry, it is the main field of absorbing the surplus and incoming laborforce. We should develop the trade in the tertiary industry energetically which make great contribution to employment and the employment elasticity of which is great, should pay attention to supporting the small and medium-sized enterprise, and develop non-public economy aggressively, encourage the enterprise to create more posts of employment, strenthen the employment and re-employment service, continue to develop the township enterprise.
