马尔萨斯济贫思想的客观评判及对当代的启示

细读马尔萨斯的著作,发现其并不是完全反对对穷人的救济,他反对济贫法的根本原因是因为当时的济贫制度本身存在的诸多问题不仅对缓解贫困不利,而且可能会制造更多的穷人。因此,他主张实施一种缓和的救助政策,而且他的某些主张对解决目前社会上出现的＂劳动者贫困＂阶层问题,制定和完善社会救助政策更具有积极的借鉴意义。

Objective Evaluation and Enlightenment of Malthus's Poor Thought

On the basis of reading the writings of Malthus,we found that he was not totally opposed to the poor relief.The reason that he opposed is because that he thought that the problems of the poor law not only can not alleviate poverty,but may create more poor people.Therefore,he advocated the implementation of a moderate relief policy,and we can learn more from some of his ideas in the formulation and improvement of the social assistance policies.
