| 摘 要： | 推进基层党组织规范化运行是新形势发展的需要,是贯彻落实党的十七大精神的必然要求。规范性是基层党组织规范化运行的根本特征,群众性是基层党组织规范化运行的显著特点。基层党组织规范化运行还具有现实的差异性,而基层党组织规范化运行也不是一成不变的,前进的动力来自于其发展性。
