ECFA时代两岸农业合作机制研究

ECFA推动海峡两岸经贸关系进入一个新的发展阶段,拉动台湾岛内经济增长的效应已经逐渐显现。目前两岸农业合作尚处在低层次阶段,受非市场因素影响,两岸农业投资和农产品贸易呈现明显的不平衡状态。未来需要建立起两岸农业合作共赢的长效机制,涵盖公平、对等的两岸经济合作机制,互补双赢的两岸农产品贸易市场调节机制和市场营销合作机制,两岸农业安全合作机制以及两岸农业合作的协商机制,以实现两岸农业经济关系步入正常的发展轨道。

A Study of the Mechanism for Cross-Strait Agricultural Cooperation in the Era of ECFA

The effect of ECFA has already been seen in advancing cross-strait economic relations into a new stage and boosting Taiwan economic growth.Currently,cross-strait agricultural cooperation is still in its elementary stage.Influenced by non-market factors,imbalance can be perceived in cross-strait agricultural investment and trade.In order to put cross-strait agricultural economic relations on the right track,long-term mechanisms for a win-win cross-strait agricultural cooperation should be established,including the mechanism for fair and equal cross-strait economic cooperation,the mechanism for complementary and win-win cross-strait market regulation and collaboration in market operations,the mechanism for agricultural security cooperation as well as the mechanism for cross-strait agricultural negotiations.
