自清末1908年的《钦定宪法大纲》至新中国1978年宪法的七十年间，中国历尽封建社会、官僚资本主义社会渐至社会主义社会。作为国家运行的重要保障，财政一直都是立宪的规范事项之一。从清末到改革开放前夜的新中国，宪法文本上的财政控制虽详略不一，但几乎都渗透着制约权力的思想精髓。梳理七十年财政控制的立宪史实，以重温远去的时代印记。

The History of Chinese Financial Constitutionalism

From the “imperial constitution outline”of 1908 to the Constitution of 1978,Chinese experienced feudal society, the bureaucratic capitalist society to socialist society gradually.As an important guarantee for state machine,finance has always been one of the issues of constitutional norms.From late Qing Dynasty to the eve of the reform and opening up of the New China,not every constitution have detailed provisions on the financial control,but almost all permeated with the idea of restriction of power.We comb the constitutional history of financial control during the seventy years,to review the past era.
