网络治理的体系、困境和中国化分析

随着全球化下政府治理范式的转换,公众要求政府回应社会的呼声日益高涨,特别是在多元利益主体和价值主体要求提供公共服务的条件下,如何提供"更好、更快、更廉价"的服务成为社会主义国家公共服务价值的新要求。当代西方国家社会治理的一大特点就是将私营部门、第三部门、公民社会等众多的公共行动主体引入社会治理中,充分发挥各自的积极作用,具体的做法就是重构"国家—公民—社会"的关系,展开网络治理。然而网络治理也存在着许多显著的缺陷,加强对网络治理困境的反思和超越,无疑成为理论和实践日益突出的课题,运用规范性理论对上述问题展开分析,以期探索解决问题的初步方案。

Network Governance:Origin,System,Dilemma,and Sinicization

With the transformation of the government governance mode in the globalized world,there has been an increased public demand for government response to social requests.Given the fact that the multi-interest and multi-value subjects want public service,it has become the new requirement of the public service value of the socialist countries to provide better,quicker,and cheaper services.One of the major characteristics of contemporary western social governance is to get involved all the public action subjects,including the private sector,the tertiary sector,and civil society so that each of them can play an active role of their own.Specifically,the state-citizen-society relationship is re-structured for network governance.However,network governance has many defects,and more efforts should be devoted to the reflection and transcendence of its dilemma,which is doubtless a topic of increasingly prominent theoretical and practical significance.The present paper intends to address the issue above from the perspective of Normative Theory in order to come up with tentative solutions.
