| 摘 要： | 后危机时代,基础研究进入国家科学政策的中心。生产卓越的、有影响力的科学知识产品是当代基础科学研究的重要特征,寻求基础研究的现实作用和社会意义是政府加大基础研究投入的重要理论预期。虽然基础研究的外延仍在不断扩展,基础研究所展示的研究范式仍在不断演变,但基础研究不断地被赋以目标、战略、解决危机等诸多新的价值判断却已经成为政策界的共识。同时,＂基础研究＂作为边界概念所保护的科学价值仍然是科学精神的关键所在,也是在制定科学政策过程中政府与科学共同体最需要保护的内容。
