| 摘 要： | 2008年6月,瑞典议会通过了"瑞典国防无线局法案"(FRA Forsvarets Radioanstalt Act).这个与传媒相关的反恐法案也被公众称作"监听法"(The Eayesdropping Law),成为瑞典社会一个备受争议的事件.本文围绕这项法案的形成与争论,观察并分析了瑞典社会在处理国家安全与公民表达自由冲突过程中,所遭遇到的主要问题、所依赖的法律监管制度、所把握的最终利益原则等.
