| 摘 要： | 州县是清代政权体制中的基层政权,是一切政事的开始.由于在地方政治中的重要地位,研究清代政治史的学者对其表现了农厚兴趣,但对衙暑内的书吏分多少房尚存争论.从<南部县档案>及其他原始文献的记载看,州县除了六房之外,还遍设承发房,其余之房因需而设.
