试论西部地区非公有制经济存在问题及其对策

确立非公有制经济在西部地区社会经济发展中的主体地位,是由西部地区的区情和体制创新的要求决定的,不会损害我国的社会主义性质和国家的根本利益。西部地区非公有制经济存在的问题主要是步子不快,绩效不尽如意。据此,当前拟通过加快一般竞争性领域国有中小型企业的民营化进程,从存量和增量等方面,大力发展西部地区的非公有制经济。

Non-public Ownership Economy in the Western Regions of China:Position, Problems and Countermeasures

The leading position of non-public ownership economy in the social and economic development of the western regions of China,which is established in accordance with the local situation as well as system innovations,does no harm to the socialist character and the basic interests of the country.The non-public ownership economy in the western regions of China develops slowly and achieves a little.Such countermeasures as speeding up the denationalization of the small and medium-sized state enterprises have to be taken so as to greatly develop the non-public ownership economy in the western regions of China.
