航空工业企业风险评估机制研究

针对航空工业企业风险评估存在的问题,结合国资委《中央企业全面风险管理指引》的相关要求,提出完善航空工业企业风险评估机制应从三个方面着手:完善风险评估组织机构,主要是按照风险分类管理、风险分层管理和风险集中管理的原则建立风险管理的三道防线; 完善风险评估流程,主要是将初始信息收集和确定风险评估参与人员作为风险评估的关键环节; 建立风险评估报告制度,主要是从风险报告的对象、频率等方面进行设计。

Research on risk assessment mechanism of enterprise of aviation industry

To solve the problems of risk assessment of enterprise of aviation industry and according to relevant requirements of Guidance of Comprehensive Risk Management of Central Enterprises issued by State-owned Assets Supervision & Administration Commission of the State Council, it is pointed out that the risk assessment mechanism of enterprise of aviation industry should be perfected from three aspects. Firstly, to perfect the organization of risk assessment mainly means to establish three lines of defense including assorted risk management, layered risk management and centralized risk management. Secondly, to perfect the process of risk assessment mainly means to take the gathering of initial information and the determination of risk assessment staff as key steps of risk assessment. And thirdly, to establish the reporting system of risk assessment means that the risk report should be redesigned concerning the objects and frequency.
