“奖扶制度”并入“新农保”:创新制度的再创新

2004年我国出台了“农村部分计划生育家庭奖励扶助制度”，相对于我国之前实施的社会政策，该政策具有机制创新、理念创新和程序创新等创新性特点，并在实施中取得了一定的成效。但是，根据实地调查的分析，得出“奖扶制度”仍存在覆盖面不广、养老支持力不大、政策可塑性差、政策风险大等问题，从而也影响了政策在当前的生育导向作用。因此，提出将“奖扶制度”并入“新农保”，建立“三权分立”的新制度，将能有效避免奖扶制度中存在的问题，更好地发挥政策功能。
