论APEC运作模式的制度化

APEC以磋商代替谈判、以共识代替契约的非制度化运作模式,被称为"APEC模式",它对亚太地区经济合作与发展产生了积极影响。但随着9·11后国际政治经济形势的新变化,这种非制度化模式存在的不足已日趋明显,需要向制度化转型。国际经济新的发展变化,推动WTO多边贸易体系的深入发展,解决APEC两大"车轮"的速差问题,以及解决成员国之间不断出现的贸易争端等问题,都要求APEC进行制度化改革。APEC制度化运作的可行性在于对制度的价值认同和足够的制度资源供给。

On the Systematization of APEC Operating Pattern

The APEC non-systematized operating pattern of using consultation to replace negotiation and common sense to replace contract is known as APEC pattern. This pattern has posed positive effect on Asian-Pacific economic cooperation and development. But along with the changes in the international political and economic situations after the Sept.11 Attacks, the disadvantages of its existence are becoming more and more obvious and it requires systematization. Because of the new development and changes in the international economy, APEC system should be reformed to develop further the multilateral trading system of WTO, to solve the speed dispatch between the two wheels of APEC, and to solve the trading conflicts that arise constantly between member nations. The feasibility of the systematized operation of APEC lies in the identification of the values of systematization and in the sufficient supply of system resources.
