政务微博价值分析及质量提升研究——以社会管理创新为视域

微博作为一种社交网络平台，因其信息共享、便捷迅速、互动性强、开放性高，已经成为信息交流的主要方式。而作为新媒介的政务微博对于社会管理创新的价值主要体现在四个方面，一是有利于推动政府信息公开；二是有利于促进官民良性互动；三是有利于政府广泛听取民意；四是有利于政府掌控引导舆情。当前，我国的政务微博呈蓬勃发展之势，但也存在一些亟待完善之处。应从提高政务微博的公共服务意识入手，从增强其公共性、实效性、规范性和互动性等方面不断提升政务微博的质量和水平，以推动社会管理创新不断取得新发展。

Research on Value Analysis and Quality Promotion of Government Micro-Blogging --From the perspective of social management innovation

As a social networking platform, micro-blog has been a main way of the exchange of information because of its convenient information sharing, strong interactivity and high openness. Government micro-blog, media to participate in politics as a new form, embodies the value of social management innovation in four aspects. First, government micro- blog is conductive to making government affairs public. Second, it is a good way to facilitate benign interaction between government ott~eials and civilians. Third, it urges the government to listen to the public comment broadly. Finally, government could take advantage of micro-blog in shaping public opinion. China＇ s government micro-blog is thriving nowadays, however there still exist some disadvantages that need to be perfected. Starting from strengthening the public service consciousness of government micro-blog, the government should constantly improve the quality of government micro-blog from enhancing its publicity, effectiveness, normalization and interactivity in order to push for constant development of social management innovation.
