After entry to WTO, China is facing many problems, such as the narrow fields in using foreign capital, the outstanding difference existing in the level of foreign capital utilization among districts and industries, and the simple mode of foreign capital utilization, therefore it is necessary to improve Chinese enterprises' competition from enterprise reform, technical innovation, and changing the utilization mode of foreign capital. So the government must set up a unified, good transparent system for foreign investment, cancel a lot of confinement, and reform the examination-approval system of foreign investment.
