| 摘 要： | 一般认为,在英国宪政实践中,保障宪政的主要力量来自权力分立、法治、通过权利制约权力等被公认的宪政原则。然而,通过对詹宁斯等人有关英国宪政学说的论述,可以发现民主在保障英国宪政中也起着关键性的作用,甚至,民主与自由一样,均是构成英国宪政的基石。

| Abstract: | Generally,in the practice of the constitutional government,it's regarded that the main safeguard of British constitutional government comes from some accepted principles such as separation of powers,ruling by law,limiting powers by rights,etc. But the article confirms that democracy still play a key role in protecting British constitutional government,even more,both democracy and freedom are the foundation of the constitutional government through discussing the theories of W.Ivor Jennings and others. |
