网络产业标准竞争与转型经济中政府的作用

已有的关于网络产业标准竞争的文献主要关注企业的策略与行为,但对转型经济来说,政府可能会起到更大的作用。以我国政府对WAPI标准的推广为例,通过一个一期的博弈支付讨论,可以看到,在标准竞争中政府行为具有关键性的作用。如果政府采取的是市场保护的态度,希望通过强制的办法封闭国内市场,就有可能出现类似于地方政府通过封锁地方市场来实施保护,从而产生低效率的情况。政府在推动网络产业技术标准确立的过程中,应该放弃市场保护的心态,注重通过产业政策的引导来扩大本国标准的安装基础,这样才能增加国内企业在标准战中的谈判力,从而更有利于在国际上推广国内标准。

Standard Competition in the Network Industry and the Role of Government during the Economic Transition

Available literatures on the standard competition in the network industry focus on the strategy behavior of the firm,but for countries during economic transition,the government may play more important role.This paper takes the role of government to promote the WAPI standard as to discuss key factors which influence the result of the game and government industry policies.In order to win the standard competition in the network industry,the government should give up the mentality of the market protection.Constituting industrial policy guidance on the adoption of national standards to promote the expansion of the installation base of domestic enterprises is a better idea to promote domestic standards in the international arena.
