| 摘 要： | 本文力图构建非关税壁垒问题的理论分析框架,阐释自由贸易是国际贸易政策的必然选择,贸易保护性质的非关税壁垒的存在主要是由于利益集团和政府的寻租行为,需要依靠更加广泛的国际合作与政治民主来加以解决。从法律规范角度讲,一方面应当尽可能减少和消除财富转移效应强的非关税壁垒,同时防范其它非关税壁垒被滥用。

| Abstract: | The paper t5ries to form a theoretical analysis frame of non-tariff problems,explains that free trade is the necessary choice for international trade policy;existence of non-tariff barrier under the protection of trade is a renting move by groups and governments concerned,which can be solved only by international cooperation and political democracy. |
