| 摘 要： | 地方环境立法在我国的环境立法体系中占有相当大的比重,正确认识和完善我国的地方环境立法,对于建设有中国特色的环境法体系有重大意义。当前我国地方环境立法还存在很多问题,今后立法时,应该考虑运用可持续发展理论、利益衡量理论和采取听证等措施来完善地方环境立法。

| Abstract: | Local environmental legislation occupies a large proportions in our nation's environmental legislation system,the correct understanding and perfection of our local environmental legislation is of great significance for the constructing of environmental law system with the features of China.The article analyzed the actuality and the existing problems in local environmental legislation,then some improving suggestions for local environmental legislation are put forward. |
