| 摘 要： | 元代西藏地方正式纳入元中央王朝的管辖，元中央政府对西藏地方进行了全面施政，采取了一系列措施，加强对西藏地方的治理，西藏地方与元中央政府的关系是属领的政治关系。自此，西藏地方始终在中国中央政府的治理之下，对西藏地方拥有完全的国家主权。
