试析新农村建设现状、问题和实现途径

新农村建设取得了一定的成绩,但仍存在土地资源紧张、产业结构不合理、农技服务质量低下、农民主要增收渠道单一等问题。为此,必须采取以下实现途径:建设农业产业功能区、优化产业和产品结构、完善农业服务和流通体系;优化种养结构、发展非农产业、促进就业转移、健全农业支持和保护制度;切实加强基础设施建设改善人居环境;巩固农村文化教育事业和加强技能培训;加大农业和农村投入;不断创新和完善土地流转制度和加强基层组织建设。

A Survey of New Countryside Construction in China: Problems and Solutions

Some achievements have been made in the New Countryside Construction in China,but there still exist some problems,such as insufficient land resources,unreasonable industrial structure,low QoS of agricultural technology,and limited sources for farmers to increase income.Accordingly some approaches to solve these problems are put forward in the paper,including constructing functional areas of agricultural industry,optimizing industrial and product structure,perfecting the system of agricultural services and circulation,optimizing breeding structure,developing non-agricultural industries,promoting employment transfer,perfecting agricultural support and protection system,strengthening the infrastructure construction to improve the living environment,consolidating the cultural and educational undertakings in rural areas and strengthening skills training,increasing investment in agriculture and rural areas,constantly innovating and improving the system of land transfer and strengthening grassroots organizations.
