建设社会主义和谐社会与政府经济性规制改革研究

政府经济性规制是指政府针对社会经济中存在的自然垄断或信息不对称现象,为防止资源低效配置和确保社会经济供给的公平性,政府经济性规制部门根据法律规定,通过许可和认可等手段,对微观经济主体的进入和退出、价格、服务的数量和质量、投资、财务、会计等方面的活动进行规定或限制,其目的是为了实现资源的有效配置和社会福利的最大化,这正与我国社会主义和谐社会蕴含之意相吻合。政府经济性规制改革是我国建设社会主义和谐社会的前提和基础。

On Reformation of Economic Regulations in the Context of China's Building Harmonious Society

Government economic regulation refers to that for the natural monopolization of social economy or information imbalance,in order to prevent low efficiency of resources allowance and fair guarantee of social economic supply,government establish regulations and limitations for the micro-economic body's entrance and exit, number and quality of price,service,activities of investment,finance,accounting and etc.The purpose of it is to realize the efficient arrangement of resources and maximal social welfare utilization,which is coherent to our socialism and harmonious society.It is a precondition and basis of socialist construction and harmonious society for the government economic reformation.
