“三网融合”的困境摆脱与创新

“三网融合”的推进与行政机构大部制改革密切相关。促进“三网融合”，建立职责清晰、协调顺畅、决策科学、管理高效的新型监管体系，有赖于大部制改革提供制度补给。然而，现有大部制改革背景下，受制于政府职能转变未能到位、协调机制尚未健全等因素，三网融合管理体制改革推进艰难，阻碍了“三网融合”发展。为此，加快“三网融合”管理创新急需且必要，其措施大体可以从深入推进大部制改革、分步推进监管机构改革、完善法律制度建设、理顺广电，电信内部运行机制等方面着手。

The Way-out and Innovation of the Tri-networks Integration

The advance of tri-networks integration is closely related to the reform of big department system. It relies on the big department system reform providing institutional supply, so as to solve the fundamental problem of development of tri-networks integration, and establish new supervision system with clear responsibility, smooth cooperation, scientific decision-making and efficient management. However, due to factors that the transformation of government functions is not in place, the coordination mechanism is not sound and so on, it is hard to accelerate the management reform in the context of current big department system reform, which have greatly hindered the development of tri-networks integration. Therefore, it is extremely urgent to speed up the integration management innovation, such as in-depth reform of big department system, step-by-step reform of regulatory bodies, improvement of the legal system, and straightening out internal mechanism of broadcasting and telecommunication industry respectively.
