| 摘 要： | 农村社区党组织体系是否健全关系着党在农村基层的执政能力。由于农村社区党组织体系正处于完善的过程中,在一些地方尚存在着领导体制关系不顺、党员编排方式不合理、社区党组织与党员之间关系松散、党员干部队伍后继乏人、物质保障不足等方面的问题,在一定程度上削弱了党在农村基层的执政能力。当前,围绕加强党在农村基层的执政能力,健全农村社区党组织体系,应着力完善领导体制,改进编排方式,密切社区党组织与党员的关系,提高农村社区党员干部素质,完善投入保障机制。
