| 摘 要： | 随着我国加入WTO,国企改革出现了新的机遇和更为严竣的挑战.我国企业的主体是国有企业,企业的兴衰主要看国有企业,因此政府行为的正确定位则事关国企改革的生死成败.本文通过对锦州万得工业集团资产重组历程进行分析,说明政府在企业改革中所起的决定性作用,并对政府行为的正确定位进行了较为深入的分析.

| Abstract: | With the acceleration of China's entry into WTO, it's chance and challenge to state-owned enterprise reform. State-owned Enterprises are the major parts of Chinese enterprises, and government behavior is decisive to the state-owned enterprise reform. This article illustrates the government effect on the enterprise reform,and analyses Jinzhou industrial asset restructure and puts forward some advice. |
