| 摘 要： | 自治务例作为我国民族法体系的重要组成部分,其制定和实施的质量直接影响到民族区域自治制度具体化、法制化的实现.但一直以来对自治条例的精神是什么,自治条例应确立何种价值取向的研究尚不够充分,这在一定程度上影响了我国的自治条例立法和对自治条例理论研究的深化.本文试图从自治条例的性质和立法目的等入手来揭示自治条例的精神,并以此为基础进一步探讨如何完善我国的自治条例立法.

| Abstract: | As an important component of China's national legal system, autonomy statutes have direct influences on realization of regional autonomy of ethnic groups. This paper aims at revealing the spirit of autonomy statutes from perspective of the nature of autonomy statutes and the goal of legislation, discusses how to perfect legislation of China's autonomy statutes. |
