财政效率、政府作用与欠发达地区工业经济发展

东亚国家追赶欧美获得成功的过程与原因曾引起许多经济学家与政策制定者的关注.本文通过构建一个新的经济发展模型表明,经济发展的成功依赖于许多因素,但最为关键、最为困难却又被大多数人所遗忘的是政府的作用与财政的效率,而东亚的崛起恰恰是因为其政府效率的提高,而不是它的民主化进程的加快.

Efficiency of Finance, Government Function and the Industrial Development of the Less-developed Areas

The causes and process of catching-up developed countries of East Asia attracted lots of attentions of economists and policy-makers. In this paper, we establish a new economic development model to show that although the success of economic development rely upon many conditions, the critical and most troublesome one, but has been ignored so far by most scholars, is the role of government and the efficiency of public finance. The case of East Asia also show us that the main origins of economic development is the efficiency of government in supplying public goods, not the democracy in politics.
