浅析阿尔及利亚的军政体制

阿尔及利亚的军政体制萌芽于民族解放战争时期,在布迈丁时代正式确立,1978年以后进入调整阶段,军政体制产生的根本原因是传统向现代政治的转型。同时,由于国家发展处于初级阶段表现出政治稳定优先、民主化的渐进性及军人干政的有效性等特征,使军政体制得以长期存在,布特弗利卡总统执政以来政治发展仍处于军政体制的框架之内,但也表现出权力总统化的趋向,军队与政府间制度化的妥协是推动政治发展的最佳方式。

An Analysis of the Military Regime in Algeria

Independent Algeria's military regime was sprouted on its national liberation's war,established during Boumediene's ruling over the country,and entered into an adjustment period after 1978.The basic reason of the military regime's establishment was its political transition from tradition to modernization;meanwhile,because of its characters about the priority of political stability,the slow advance of the democratization and the availability of the intervention politics,military regime existed for a long time.The political development after Bouteflika's coming into power was still under the restriction of the military regime,but it represented a trend of the presidentialization of the regime,the compromise between the Army and the Government is the best method to promote the political development.
