| 摘 要： | 水权交易在中国是一个新生事物,存在着水权不明晰、取水权的配置质量较低、缺乏正式水权交易市场、部门分割的水管理体制等诸多问题。因此,明晰界定水权,建立健全水权交易的市场体系和组织机构,并形成有效的监管制度,是水权交易市场有序运行的重要保障。

| Abstract: | The water right transaction is a new thing in China,so there is something wrong with it,such as imperfect water right,inferior quality of water right adoption,lack of formal water right market,and so on.As a result,it is necessary to ascertain water right more clearly,establish and consummate market and organization of water right transaction,and set up effective supervisory system. |
