开放经济下内外均衡政策有效性分析框架的演变与启示

通过对政策有效性的评判标准由社会福利损失最小化到微观主体福利最大化。以及政策有效性的评判方法由静态分析法到动态优化方法这两个方面的介绍,分析了开放经济下调节内外失衡需求管理政策分析框架的演变过程。这一演变过程的启示是：只有从关注民生的基本点出发,在跨期之间合理的配置资源时,才能客观评价政策的有效性;应该从政策短期效用变动与长期稳定状态效用变动的动态过程中判断政策的有效性。

The Evolution and Enlightenment of Policy Efficiency Analytical Framework under Internal and External Inequilibrium in Open Economy

This paper introduces the evolution and enlightenment of analytical framework adjusting the demand management efficiency under internal and external inequilibrinm in open economy from two aspects. One is evaluation standard which evolves from minimizing loss of social welfare to maximizing benefits of microscopic main subjects; the other is evaluation method which evolves from static analysis to dynamic optimization. The enlightenment of this evolution process is as follows： 1. objective evaluation can be made only if following the basic point of concerning people＇s livelihood and reasonable allocating resources between the periods; 2. the policy efficiency should be evaluated in the dynamic process of pelicies＇short - term utility changes and longterm utility changes.
