论道德风险与国有企业制度创新

道德作为人们的意识形态，是由经济基础决定的。但是，道德作为人们的行为规范，又会对经济基础产生重要影响。因此，任何政府在作出制度安排或制定政策措施时，不能不考虑道德风险的问题。本文在阐明道德风险的概念的基础上，分析了道德风险的存在对国有企业发展造成的不利影响，并进而提出了利用制度创新的方式去抑制国有企业的道德风险。

On the Moral Hazard and Institutional Innovation of State-Owned Enterprises

Moral hazard is a kind of phenomenon which often takes place in economic and social activitics. It is also one of the factors which hinder the development of state-owned enterprises. In this article, the author points out that the institutional cause of moral hazard is the blur of property rights and puts forward how to reduce the moral hazard by the definitudes of property rights and the improvement of corporate governance structures.
