| 摘 要： | 产业集群是现代经济发展的一个趋势,在产业集群的形成和发展中,政府起着不可替代的作用。政府在产业集群中应发挥的作用有:服务作用、设计规划作用、协调作用和引导作用。而且,在产业集群发展的不同阶段,政府的作用方式和重点不一样。
