东北问题根源于深层次的体制、结构问题,其表现为基于历史路径的所有制结构和产业结构的耦合与不完善的市场机制的摩擦运动.解决东北问题必须从系统的角度人手,即协同地解决所有制结构问题、产业结构问题以及市场机制问题.实施东北振兴战略,关键在于建构区域的内生发展能力,即实现市场主体的自生、产业结构的优化和市场的深化.已进行的东北振兴战略取得了明显的效果,但目前东北尚未实现区域的内生发展.在全面振兴阶段,都市圈建设、企业集群建设、提高资源配置机制效率是建构东北内生发展能力的三大挈领性战略.
