| 摘 要： | “新农村”的本质是实现农村与农民的现代化,其深层意蕴是促进农村社会结构的转型,即农村市民社会的培育。新农村政策的意义评估包含三个方面的内容,即必然性层面,实现农村现代化是其底线;实然性层面,农村私人领域(经济市场化)与公共领域(民间力量)培育是其目标;应然性层面,调整发展的思路与重构发展的策略是其基本诉求。

And the meaning of the "new countryside" policy can be evaluated from 3 aspects, namely, the modernization of countryside, the hatching of a rural market and public sphere, and the adjusting of development tactic. |
