美国公共健康志愿组织的兴起和作用

19世纪随着各个大陆之间交流与交往的增多,美国传染性疾病蔓延加剧。政府部门的举措不能满足现实的需要,非政府组织发挥了重要作用,在促进政府采取卫生措施、宣传教育、深入社区发动群众、社会调查等方面的工作取得良好的效果。公共健康志愿组织也不断地调整和改革,解决存在的问题。美国的公共健康志愿组织在发动志愿者、组织的运作和深入社区等方面给我们很多有益的启示。

The Rising of American Voluntary Health Organizations and Its Roles

In the 19~th century, the epidemics were continually present and rapidly pervasive in America because of the more intercourse between continents. The measures that federal and state governments had taken to control the infectious diseases were not enough. Some non-government organizations were formed and have played a great role in public health. Their endeavors on promoting the government to take health measures, public health education, community health action and health condition survey had had good effect. American voluntary health organization had provided us some experiences, such as the role of volunteers, the operation of the organization and the community health action.
