论东北振兴过程中的区域协调发展问题

振兴东北等老工业基地是我国促进区域协调发展战略的重要组成部分,在振兴东北等老工业基地过程中也需要坚持促进区域协调的原则,即以建设统一、开放、竞争、有序的市场秩序为基本方向,针对优化开发、重点开发、限制开发和禁止开发四类主体功能区的具体情况,制定不同的发展战略,并通过相应的财政政策、公共投资与投资管理政策、土地政策和人口管理政策推动东北各地实现符合自身情况的共同发展。

Coordination Problems of Regional Economy development in Revitalizing Northeast China

Revitalizing the traditional industrial bases in Northeast China is an important part of the strategy for coordination of regional economy development.In the process of revitalizing the traditional industrial bases in Northeast China,the principle of promoting regional economic coordination need to be persisted,namely orientating towards the unification of an orderly market which is open,competitive and constructed with unified standars.Different developmental strategies are made based on four main functions including optimized development,key development,the limited development and prohibited development.With related corresponding financial policies,public investment and investment management policy,the agrarian policy and the population management policy,Northeast China impels all the places in the area to realize mufual development under different contexts.
