论城市经营中的几个问题

随着经济体制从计划经济向市场经济转变 ,城市间日益加剧的竞争和中国城市建设发展的实际需要等因素共同促生了城市经营这一城市政府的制度创新 ,它有特定的内涵和边界。城市经营的主要内容有四个层次。第一层次主要是通过市场化手段来筹集城市的建设资金 ;第二个层次涉及到城市政府职能的转型 ,即城市政府通过本身的职能转变来适应城市发展的要求 ;第三个层次是城市政府要适应全球化的要求 ,处理与其他城市利益相关者的关系 ,进行政府和城市的创新与学习 ;第四个层次主要是城市经营理念的形成和创新。

Problems in City Management

City management in China has evolved from three main factors that consist of the transition from plan system to market system, the more and more powerful competition between cities and the lack of much money to meet the requirements of the city development. The author points out city management is a institutional innovation and its own features for the urban government and make a detailed statement for the city management from 4 aspects. The first aspect is how to raise much money by market system for the city. And the transformation of the city government and the change of its function contributes the second one .To deal with other city shareholders, to change and to learn are the focus of the third one. The last and important one is to innovate the ideal of city management.
