| 摘 要： | 长期以来,由于对农村剩余劳动力的科学含义的误解,加上政策偏差,导致我国农村劳动力转移不足和过度转移。我国农村劳动力过剩实际上是结构性过剩。解决结构性过剩必须调整经济发展重点,给予进城农民“市民待遇”,赋予农村企业和市民“农民待遇”,并进行土地制度创新。

| Abstract: | For a long time, because of the misunderstanding of the scientific meaning to the surplus rural labor force, add to the deviation of the policy, Cause the rural laborer insufficient shift and excessive transformation.Rural laborer's surplus of our country is the structural surplus in fact. Solving structural surplus must adjust the economic developing focal point, while offering peasant"citizen treatment", give rural enterprise and citizen's"peasant's treatment"too, Carry on the system innovation of land at the same time. |
