破解西藏“三农”问题的根本是提高农牧民素质

西藏是以农牧业为基础,农牧民占总人口80%以上的少数民族边疆地区。由于特殊的地理环境和历史因素的制约,农牧民素质偏低成为破解西藏“三农”问题的瓶颈。鉴于此,笔者通过长期在西藏调研的基础上,分析了西藏农牧民素质的现状,并结合西藏的具体区情,提出了把理论与实践相结合模式作为提高西藏农牧民的最佳路径选择。

To Improve Agriculture Herdsman Quality is the Foundation of solving Tibetan "three dimensional rural issues" Problems

Tibet is to take agriculture animal husbandry as basis,the agriculture herdsman accounts for 80% of general population the above national minority frontier area.Because of the peculiar geographic conditions and history factor restraint,agriculture herdsman quality is low,become to break the bottleneck of solving " three dimensional rural issues".And on passing long range basis surveying in Tibet according to this,the author,the current situation having analysed Tibet agriculture herdsman quality,combines Tibetan concrete area feeling,the best route choice having suggested that pattern action improves the Tibet agriculture herdsman with integrating theory with practice.
