| 摘 要： | 加拿大是高等教育比较发达的国家之一。科技资源相当丰富，高等教育在科研与发展领域起到了不可替代的作用，其对国家科研发展领域的贡献也非常突出。优化配置科技的人力资源、物力资源、财力资源，并提高科技的产出效益，不仅是加拿大知识创新、科技创新的重要力量源泉，还是直接推动科学技术进步、促进经济发展的战略资源。

| Abstract: | Canada is one of the countries with advanced higher education. It has plenty of science and tech- nology resources. And its higher education plays an irreplaceable part in and makes great contribution to its scientific research and development. Optimal allocation of its manpower, material and financial resom＇ces and improvement of the benefits of its science and technology are not only the driving force of its knowledge innovation and technological innovation, but also the strategic resources for the development of its science and economy. |
