科层制学术治理模式的功能障碍

大学作为正式的社会组织，的确具有科层制的某些特征和因素，因而科层制是我国现代大学普遍采用的学术治理模式。但是科层制与大学的组织特性并不完全相容，在实践运行过程中造成一系列的功能障碍，突出表现在专业权威与科层权威之间的冲突。因此，解决科层制功能障碍的关键举措是建立专业化与科层化水平都很高的理想的大学结构，使集权化力量和专业化力量达成平衡。

Dysfunctions of the Bureaucratic Model in Academic Governance

As a formal organization, a university bears some features of bureaucracy. So the bureaucratic model is generally adopted in academic governing. But it is incompatible with the nature of a university, and has a series of dysfunctions, which are especially embodied in the conflicts between professional authority and bureaucratic power. Therefore, the key measures to eliminate the dysfunctions are to construct an ideal university structure which achieves a balance between the professional authority and the bureaucratic power.
