| 摘 要： | 新疆作为防范、打击“东突”恐怖势力的主战场，区内流动人口急剧增加的现实与反恐维稳之间矛盾凸显，当前新疆流动人口管理与服务面临新的挑战，必须转变服务管理的思路和理念、完善反恐怖防控网络，为新疆跨越式发展和长治久安提供坚实的保障。

| Abstract: | Xinjiang is the fore front in guarding against and fighting against terrorism. The sharp increase in flow＂ population within the Region is in direct conflict with anti-terrorism and stability maintenance. Confronting new challenges in flow population service and management, the concerned departments must change their approaches and ideas and perfect anti-terrorism networks so as to guarantee a leap-forward development and ever-lasting stability in Xinjiang. |
