大学章程及其制定的策略探讨

大学章程通常被喻为＂大学的宪法＂,是连接大学外部法律法规和内部规章制度的纽带和桥梁。它具有权威性、规范性、稳定性、可诉性和现实性的特点。针对目前大学章程建设中存在的问题和紧迫性的要求,我们要从四个方面来着力：一是教育主管部门要提高认识,加大宣传,切实加强对大学章程建设工作的推动和指导力度;二是高校领导要高度重视,发挥表率,主动参与章程制定并发挥领军人物和协调统筹作用;三是大学章程的制定要严谨缜密,科学规范,为章程有效实施提供好文本;四是章程内容既要符合有关法律法规,又要尽可能地符合学校实际和体现学校特色,为学校未来发展指引方向,提升整体效度。

The University Statutes and the Strategy for Their Formulation

The university statutes are usually called ＂constitution of the university＂,which serves as the bridge to connect the external laws and the internal regulations in the school.The statues have the features of authority,standard,stability,justifiability and practicality.In view of the existing problems and the urgent need to find their solutions,efforts must be made in the following aspects.First,the department in charge of education should further publicize the importance of formulating the statutes and strive to promote their formulation by exerting guidance over the actual work.Second,the university leaders should show their concern about the statutes by taking the initiative and playing a leading role in the statutes construction.Third,the statutes should be made in a rigorous,scientific and standardized manner so as to be implemented effectively.Fourth,the content of the statutes should comply with the relevant laws and regulations and meanwhile be in line with the actual situation of the school and its features.
