我国大学教师专业发展政策的合法性探析

摘    要:大学教师专业发展是高等教育大众化以来我国教育政策制定者和实施者必须面对的一个重要命题。基于大学教师专业发展政策价值回归的角度,我国大学教师专业发展政策在合法性方面存在如下问题:缺乏对眼前利益与长远利益的兼顾;对行政权力与学术权力关系的处理不尽完善;对政策利益主体——大学教师真实需求的关注仍然缺乏;大学教师专业发展的外部政策环境创建不够合理。考察我国大学教师专业发展政策的合法性即是要正视这样的事实:政策的制定和执行以符合大学教师专业发展的内在逻辑和规律为前提。

Abstract:College teachers' professional development is an important issue that the policy makers and executors in education must face since the popularization of higher education in China. From the perspective of the value return, there exist some problems with the legitimacy of the policy for college teachers' professional development, including inadequate consideration of both short-and long-term interests, improper handling of the relationship between the administrative power and the academic power, insufficient attention paid to the real needs of college teachers, and unreasonable external policy environment for their career development. Exploration of the legitimacy of the policy makes it necessary to face the fact that making and implementation of the policy must be in line with the internal logic and law of teachers' professional development.
