清末民初的新疆慈善事业

清末民初，新疆慈善事业由宗教慈善、官办慈善与民间慈善构成。慈善事业在发展过程中，表现出经费来源多元化、管理制度化、水平初级化等特点，出现了慈善资源配置不均衡、监管机制缺失、对慈善的依赖等问题，降低了救助的实际效果。以宗教慈善为主、官办慈善与民间慈善为辅的新疆慈善事业格局折射出宗教、国家与民间力量对新疆基层社会的不同影响力。

Xharity Undertakings in Xinjiang around the Turn of the 20th Century

Around the turn of the 20th century, charity in Xinjiang were of religious charity, official charity and nongovernmental charity. In its development, problems of imbalanced allocation, loss of supervision mechanism and dependence on charity reduced its effectiveness of relief. The pattern, religious charity taking as the principal and official and nongovernmental charity as supplementary, reflects the relative influence of the three forces on the primary society of Xinjiang.
