| Abstract: | The thought of building an honest and clean government by various schools emerged in the Pre-Qin Dynasty. Different schools reached an agreement on their ideas on honest and clean government, cherishing people, recommending and using men of superior capacity, administering the country in accordance with law. This thought not only reached a high level in the Pre-Qin Dynasty but also is of great value nowadays. |
