城市成长与博弈

城市是在不断地进行各种各样的博弈之中成长的。上级政府若为避免各城市的产业同构化,提高整体资源利用效益,而对城市的产业进入实行限制,则需要同时辅以利益分享机制,才能有较好的效果。从理论上讲,一个城市存在一个最优税收水平,各城市的自组织能力和效率决定了各城市在吸引企业方面的降税空间的大小。城市的成长不仅需要竞争,同样也需要合作。
