| 摘 要： | ~~臣以为便当显其身 ,用其言 ,使具为课州郡之法 ,法具施行 ,立必信之赏 ,施必行之罚。至於公卿及内职大臣 ,亦当俱以其职考课之也。”杜恕不仅赞赏刘劭的《都官考课》之法 ,而且认为对于公卿及内职大臣 ,“亦当俱以其职考课之也” ,表明了支持考课法的鲜明态度。司空掾傅嘏则反对刘劭制定的考课法。《三国志·魏书·傅嘏传》载 :“时散骑常侍刘劭作考课法 ,事下三府。嘏难劭论曰 :‘……夫建官均职 ,清理民物 ,所以立本也 ;循名考实 ,纠励成规 ,所以治末也。本纲末举而造制未呈 ,国略不崇而考课是先 ,惧不足以料贤愚之分 ,精幽明之理也。……

| Abstract: | In Caowei Dynasty, the Emperor Weiming and Wangfang of Qi State twice instructed the formulation of official inspecting law,attempting to strengthen the inspection on officials at all levels by means of law. Yet, owing to various reasons, the official inspecting law was not carried out. Official inspecting law in Cao-Wei Dynasty produced great influence on the development of the official inspecting system afterwards. |
