厦门市最低生活保障水平研究

根据政府部门统计数据,认为厦门市＂低水平-高附加值＂的低保给付方式导致了＂内部人-外部人＂现象的形成,而且没有产生明显的就业抑制或激励效应。同时,其动态调整在部分年份因滞后于物价上涨尤其是食品价格上涨而损害低保对象的购买力。鉴于此,提出,在地方政府财力有保障的情况下,应优先提高低保标准,保障福利资源的公平分配;给予低保对象实现就业的政策支持以帮助其摆脱福利依赖;建立低保标准增长与食品消费价格指数挂钩的动态调整机制,以此进一步缩小城乡低保标准差距。
