| 摘 要： | 改革开放以来，我国在基本普及九年义务教育的基础上，适时地提出了义务教育的优质均衡发展。在特殊的政治经济文化体制下，面对义务教育非均衡发展的客观现实，在科学发展观的指导下，义务教育优质均衡发展之中国模式，必须坚持党的领导，正确规划教师队伍建设，走稳步渐进改革的中国化道路，只有这样才能破解中国义务教育均衡发展中面临的一系列问题，为构建和谐社会打下坚实基础。
